Your friend would be wise to contact the officers and directors of the Colorado trappers association, and ask them for a referral or two.

Yes, in Colorado the warden has to confirm that coyotes are the culprit. Then he can authorize a 30 day predation permit which allows footholds to be used.

Your friend can also contact USDA WS if his county provides it. It's a program that is subsidized by county funds that provides protection for ranchers assets.

First off for a 30 day exemption to be issued

1-Land must be zoned agricultural. and prove damage. No preemptive trapping.
2-Landowner must employ 2 methods of control first (shooting- hazing- lights -dogs)
3-if those methods don't work, it is up to the CPW area manager to issue a 30 permit.
4-if a permit is issued the agent for the landowner must follow laws regarding legal traps, chains, shock springs, and check times.
5-at the end of 30 days landowner may not apply for another exemption for 1 calendar year.
