About 40 years ago a guy was selling a double jointed wooden minnow for just that purpose. It was about 8" long and pretty good sized width and height wise. There was a hole through the head area for a rod. Or maybe It had a screw eye In the head not sure now that I think about It. You would stick your rod through the hole place the minnow In the current. The trap was positioned down stream about 5" below the minnow. The current would keep the minnow moving.
I never used It but I did place It In the water to see what kind of action It had. It looked pretty good.
Maybe some of you old timers would remember It. I have no idea what happened to the one I had.
I like the idea of placing it a few inches upstream from the trigger since hanging a large one on the trigger in current would most certainly fire the trap in most instances. There are so many good looking large realistic rubber baits out now with fantastic action that I can't imagine an otter not checking them out at least. I have never tried this but someday I will in a stream that is too wide to block down just for kicks.

Been thinking about trying this in a pond some otters frequent - no current - but thought I'd use some old fish fillets we're going to toss as an enticer. Dunno... it might work! If this was a stream / creek I'd place the trap sideways so the current could make the rubber fish "swim"...

My mentor was tasked to catch otters from a pier on a Navy base. They were climbing aboard boats and reeking havoc with expensive wires. He submerged a three foot section of corrugated plastic pipe big enough for 220s to fit into each end, He cut notches in the ends to support the traps. in the center of the pipe, he dangled a large white paddle tail plastic minnow. He caught an otter in each end the second night. Problem solved.
I have caught the odd otter on beaver snare poles set near beaver house entrances. The sets are where they are going-(they use beaver houses) and they are curious about the white slash marks on the baitpole, and the light from the thinner ice. So-if I wanted to try this type of set,I would make it right where otters use,and make it flashy enough to get their attention. That said, otters can be snared on snarepoles set in creek pinch points, under ice preferably so you dont get snare damage. If you want to try snaring otters on snarepoles in open water make a solid frame to hold the snarepole in place. The frame acts as tangle stakes so the otters drown and dont damage themselves in the snares.

Forget that fear of gravity-get a little savagery in your life.
I just read an article in the Minnesota Outdoor News where a man released an eagle from a bodygripper in a stream . He saw it as he was driving by and somehow was able to get the 220 Belisle open enough to get the eagle's leg out without any injury to the eagle. I could see the trap in the photo. I am wondering if he was trapping otters with a baited trigger since otter season is still open here. Something to think about anyway if setting i shallow water.

I use whole frozen herring put on the triggers, submerged, caught otter and beaver using that method in slack and still water.
I trapped otters on lake getting on boats. The dock called me 3 other trappers been there trying to catch them. They caught 0. The dock was in 40 ft water. I used 330s on long beaver sticks. Run it thru both springs. Wired to dock Put it 3ft under water. I first tried big flashy lures no luck. So I got frozen shad. Wired to triggers took almost 2 weeks but caught 5 otters off there. The dock owner give me a dz 220 belisle body traps. I did use otter lure above the 330s on dock. Dont know if that helped.
