First of all I'd take it to a tech who knows what they're doing to diagnose the problem. If the battery will charge in safe mode, then to me it seems the problem is not the battery. Does the store where you got your phone do diagnostics and repair? Mine does.
Boco couldn't catch a cold. But if he did, it would be Top Lot.

I bought replacement batteries for our Samsung Galaxy 3 Mini's several years ago. The 3 Mini's were our first smart phones and were not the latest model by any means when we got them, but they lasted us about 7 years with the replacement batteries. You do have to shop around because a brand new battery looks no different from an old used up battery, and often times the batteries are no longer made. The replacements we got lasted fairly well but eventually crapped out plus the phones were not working very well anymore due to becoming obsolete. Our new Galaxy S20's don't even have a replaceable battery. The phones work very well but when the battery dies, the phone is toast.
All that said, I agree with KenaiKid, if it will charge in safe mode, the problem is NOT the battery.

Too bad, my network stores have some pretty sharp techs. If you can't fine a cell phone repair place, try a computer repair shop. Some of them will work on phones. If you have a Best Buy store around talk to their tech dept. Even if they won't work on it they can probably refer someone.
Boco couldn't catch a cold. But if he did, it would be Top Lot.

If it's the phone I'm thinking of, the battery isn't hard to replace. Just need to be careful not to crack the cover when your pulling it off.
