I've never seen an otter and I'm not certain what their tracks look like but I don't know what else this could be. What do you think happened here? Otters ran up on the back and muskrats digging?

Definitly not Otter. Looks canine to me, coyote or dog.

Definitely otter! Otters tend to put more weight it seems on their toes. If you notice, their toes will almost always be deeper than the heel end of their foot. Just like the picture in the OP.

If you stir around those diggings there's a good chance you'll find otter droppings mixed in.

I need to see more tracks than those in the picture to vote for otter. The four toes which I can see are in the classic pattern of a canine. When all 5 toes of an otter can be clearly seen, that 5th toe tends to be spread wide and to the rear of the other 5 toes.
It could well have been an otter.

Click on the green word “otter” in the OP. The video shows more tracks which are definitely otter. Appear different then in the picture though
