I agree with you on getting them before they get to the culvert. I mainly just run blind sets in those situations where the banks turn in and out with those nice little shelves

If theft a problem, inside culvert and out of sight is the best. But you will have higher catch rate setting before culvert as some mink choose to go up and over the road. These days, I want all the rats that come along too. Inside culvert, use blocking in the middle to force mink and rats to the edge and into set.

Personally I wouldnt worry about theft. If I was I wouldnt be anywhere near a bridge with any amount of traps.
