Could not agree more! Our cabin had been standing since the 70's and was told by a forest servicer that we would have to tear 1/2 of it down to make it up to the new code they were trying to pass.

But yes this is a state issue and thanks for taking it on!

The Trapline Cabin Permit was initiated by the ATA and there were trapping friendly legislators that got the bill passed. It’s non trapping friendly individuals or group of in DNR that will not resting until there are no more permits!

That there is my opinion, thank you!

I want to thank those who shared with me their personal horror stories involved with renewal of their permits.
Those have all been sent to the "boots on the ground" in Juneau to use in this effort

Thank you W17 for all your help in pulling together and sharing those "horror stories" about how DNR mis-manages (and in fact ignores the law) in the course of administering the TCCP program.

The corporate culture of DNR is such that they don't think that trappers should have cabins. Thus they often do whatever they can to slow-walk permits or to make them virtually unobtainable.

This must change.

I read the bill. The bill lowers the cost from $100 for ten years to $25? If this is true, the cost has never been a problem. It is actually real cheap, even with me getting burned for an application fee last time.

Other than the add-ons, which I kind of understand their reasons, I have not had any big problems other than the typical turnover of government employees and changing reporting requirements.

The permit should have never cost a trapper $100 for 10 years. The statute states: (5) the payment of a trapping cabin permit fee of $10. The regulation states: the permit is for 10 years. Permit is the key word combining the law to the regulation. Nothing in the the law or the regulation states the $10 was a yearly fee, but for a permit. That was DNR interpretation of yearly. So your right Dirt , in the aspect the $100 was affordable, but the application fee that the DNR has enacted is not and is not incompliance of the law and DNR's own regulation. Found in 11 AAC 05.180, where it states: (a) Fees established under this section are for permits, revocable and temporary surface authorizations and cabin use authorizations. If a revocable-at-will authorization is revoked without cause, the unused portion of the annual use fee for the authorization is refundable, prorated on a monthly basis. A fee based on acreage applies to each acre or fractional acre. EXCEPT WHERE A FEE IS BY SATUTE...

The cost aspect of this program has ...apparently......become entirely arbitrary depending on the whims of the local manager.

Dirt can explain his fees if he is inclined but here are just a couple others from different areas of the state.

One applicant was required to post a $3000 bond before the permit would be issued.

Another is being required to pay a fee of $240 annually PLUS 60 cents per square foot for each building.......INCLUDING the outhouse.

In my own situation, DNR has substituted a Land Use Permit in the place of my original TCCP permit. They also claim the have never done this even though I have provided hard copy evidence that they have.

Contact your legislators. Keep the pressure on to pass this. It will be a good START to fixing the problems with how DNR administers (or, more properly... FAILS to administer) the program.

The Chairman of House Resources (Josiah Pakotak, District 40) fails to see the need for a "companion bill" in the House. Apparently he thinks DNR is doing a bang up job....!
