In a release from the SPR no money actually changes hands. If a refiner needs crude oil from the amount released they are obligated to replace at least that same amount at a certain point in the future.

The thing is........that will just guarantee that future demand stays high and that the current price won't decline much, if at all. You can see that the price of crude dropped yesterday just on the announcement.......no oil was actually released.
