If a concrete Silo has 13 steel rings on it, How high might that Silo be ?

You talking about the sections of hoops for each time around or total number of hoops up the entire distance?
Across from my house is 3 silos, 2 concrete, shorter silo is 50 ft and has over 35 hoops, taller silo is over 65 ft and close to 47 hoops
The blue steel has 14 steel panels high and is probably 65 ft


I do not recognize the biden/harris administration as legal

Yes, the hoops. From the bottom, up to where the Silo roof sits on top of the Silo.

Is it concrete, slip formed, or stave silo? Not very tall if its a stave silo 30-40 ft.

If it has rings it is likely a stave silo. Most silo staves were 2.5 feet in length so count and multiply you should be close. The number of rings is not a good indicator as the rings are much, much closer together near the bottom to bottom half of the silo as that is where there is the most pressure due to packing and the weight from above.
