We have a cow pasture with a hole/den in it. I ts about 9 in to a foot in diameter. Too small for a coyote and we don't have many fox. What do you think?

Around here it would be a woodchuck hole. Woodchucks make lots of den holes that are used later by a wide variety of other creatures

Badger holes tend to be 1/2 again wide as high, oval shaped.

Not sure what part of Missouri you are in but here in SE Nebraska could be badger or could be woodchuck holes too. I can never tell the difference on their dens since we have both here in numbers. I have found that the bigger diggings and holes by badger often are not dens but just evidence of some small mammal the badgers located and were digging out to eat.
Active dens in general should have tracks in and out. Nicer weather should bring them back out if they are still “at home.”

You would be surprised how small of a den hole a coyote or fox can use.
