Don't forget, this is NYC. Technicians would be prohibited from using inhumane traps of any kind or any poisons. Baits would necessarily have to render the animals unconscious... And prior to their use there would need to be an environmental impact study to make sure non-targets or at-risk species wouldn't be impacted. And another study to make sure that the place we are relocating the rats to (you didn't think we would kill them, did you?) is suitable and would not be adversely impacted.

Technicians would also be required to use public transit or EV's... No fossil fuel vehicles. Good God man, there's the climate to consider. An existential crisis if there ever was one. THINK OF THE CHILDREN!!!

As the "czar" it would be your responsibility to ensure all of these rules were enacted and followed... And then you would have to negotiate with the IBRC technicians union to ensure your technicians weren't being exploited or in any danger... Other than living and working in the sewer that is NYC.

I seen a special on TV .
Some guys were in one of those crap holes hunting rats for headcount pay.
He had some terriers,
They killed and retrieved to him

Making decent money it seemed.
But the danger would be on every park bench and doorway now a days,

I don't think we're doing enough to market these "rat" pelts.
This is NYC maybe we should market them as blankets for the homeless. (also gloves, ear muffs, socks etc.....)
