Serious question as I don't know anything about big boats, are they like smaller boats and burn a lot more fuel when they are plowing as opposed to running on plane or is their hull design such that it is not a factor? Seems like that would be another huge impact to the operators as well.

In these parts, most tuna/billfish grounds are 60-80 miles offshore. So, a big sportfish say 52’ Viking, running 30 mph will likely have 4-5 hours run time round trip. On a days fishing trip, half the trip is spent running. So if they run faster on a calm day it’s longer time with lines in the water. Slowing them down means more run time less fishing time. Less bites lower catches lower customer satisfaction.

This is just one disadvantage, there are many.

Where do they find these morons? Stupidity in the highest.

They've had speed restrictions in place for years during migration times in certain parts, Funny Noaa's own boat hit a whale while speeding in a 10knot zone, don't hear much on that. Large container ships are the problem not much else.
