Seems unenforceable to me. Is the USN and USCG going to set up speed traps in thousands of nautical miles of open ocean? Even monitoring by satellite, law enforcement is spread too thin. How would international waters play in to it? Which is 24(?) Nautical miles from shore. But, there is a 1/million chance of hitting a whale, so priorities you know. They won't secure the border but will go after a boat doing 20 knots, 50 miles out?

Probably unenforcible , except for container ships and tankers that have transponders , which are the vessels that cause the majority of whale hits anyway.
