The U.S. classification of information system has three classification levels -- Top Secret, Secret, and Confidential -- which are defined in EO 12356.2 Those levels are used both for NSI and atomic energy information (RD and FRD). Section 1.1(a) of EO 12356 states that:

I traveled with them. One instance was a response to Malmstrom AFB to perform render safe procedures on a W-62 warhead. I had the pertinent manuals, which were fairly highly classified, in a brief case with me. They flew my team out on a KC-135, but we had to make our own way back. My team was lodged in the launch control facility, I think it was Oscar. Since we weren't able to fly back via military aircraft, I mailed the documents following the necessary shipping requirements for classified material.

There were a couple more interesting bits of information revealed related to the documents. One, who knew that there was a Biden "Think Tank", and two that the Chinese, (numerous companies), had donated $54 million dollars to it! Who would of thought Biden was a thinker.
