Looks like an early teens Excelsior. Would love to have that bike today! They modified model T's into tractors and such so why not an ice cutting motorcycle? Ingenious!

Looks like the axle can be adjusted down a foot or so into the level of the ice. It's a cool contraption.

One forgets how big cutting ice was before R12 refrigerant and ammonia was on the market. Once the ice was 6 inches her they went on the ice and cut 10 hours a day and shipped south on the rail lines. The box cars of saw dust shavings were lined up for miles beginning in November. Much was used to cool the passenger trains in the summer months

I think its an ice cutter. The blade is adjusted off the ice. No reason for that if its a ride. Not adjustable by driver if its a ride.
No foot pegs. Crank above blade lowers the blade. Looks like a handle bar. not bars.
