I am fairly certain China has satellites with cameras. So why something so hard to control as a balloon? Even if launched from a ship how do you get it in place and how do you stop it?

I was thinking why did they know it was a Chinese balloon? Because they knew it was there and they are observing it to see what its up to before they take it down.
