Found it during trapping season. Made a report to the warden and he issued me a salvage permit.

Very nice find. I plan on finding one someday, wasn’t aware of any procedure to follow. Do they Stamp it or anything? Seems like it’s different rules if you find one in the Lake Mead Recreation Area.

They don't stamp it or "plug" it. They will take photos and those photos are on your salvage permit. I don't know the rules on the LMRA but NDOW has jurisdiction for management of Nevada's wildlife so I don't know why the rules would be different, but that's just my off the cuff response.

It has been dead at least a year (the skeletal remains are all bleached white). I think you are right about the winter part. The rings on its horns (aka annuli) show when horn growth slows (the dark rings, representing winter), with the larger, broader areas representing summer when horn growth occurs. If you look close, the dark ring closest to the base of its horns indicates it was still in this slow growth period when it died, so I'd say probably toward the end of last winter.

If we did we definitely would not need permission as non natives are fair game at any time dead or alive.

But other than federal listed species such as raptors bones and antlers are free for the taking.
