The law says you can't "possess" any part of a game animal without a tag for that animal in that unit during the date and time you are possessing it. This salvage permit is kind of an unwritten work around law enforcement came up with to allow someone to keep horns or antlers they find. As a result, I usually take lots of photos from several different angles and then stash the horns under a bush so its out of harms way. THEN I contact the warden. In one case I found two rams together that had been killed by a lion. It was a new warden so he insisted on going to the site and seeing for himself so I hiked in with him so he could do his investigation. He then helped me pack them both out and I stopped by the office later and got the permit. Most wardens are pretty cool about the whole thing if you treat them with respect and realize they are sort of doing you a favor.

I agree they are in a round about way doing you a favor but look at it from their perspective. It’s in their best interest to befriend trappers. We’re in the field just as much or more than they are and we can serve as an extra set of eyes, so to speak.

I thought this might have been from when you trapped the big bobcat that went up the cliff and you had to use the dog to find him. Seems like there was a sheep skeleton in one of the pics

Here in Texas we have Desert Bighorns
Here is an excert from the game laws

RULE §65.10 Possession of Wildlife Resources


(h) The identification requirements for desert bighorn sheep skulls are as follows.
(1) No person may possess the skull of a desert bighorn ram in this state unless:
(A) one horn has been marked with a department identification plug by a department representative; or
(B) the person also possesses evidence of lawful take in the state or country where the ram was killed.
(2) A person may possess the skull and horns of a desert bighorn ram found dead in the wild, provided:
(A) the person did not cause or participate in the death of the ram;
(B) the person notifies a department biologist or game warden within 48 hours of discovering the dead ram and arranges for marking with a department identification plug by a department representative; and
(C) the landowner on whose property the skull was found signs an affidavit prior to the time the skull is marked that attests the place and date that the person discovered the ram.

(3) Individual horns may be possessed without any identification or documentation.
(4) This subsection does not apply to skulls possessed prior to July 11, 2004.


No "permission" needed, just need to have it marked
No fee that I know of

You can keep them here in Idaho, but have to take them to Fish and Game and have them plugged and are not allowed to sell them. If they swim the river and die in Oregon or Washington you can't keep them. You can keep any other dead heads in Idaho without worrying about contacting Fish and Game, and sell them if you want (possibly not mountain goat, haven't checked into that, but deer, elk, moose, etc.). Wyoming you can keep and/or sell bighorn deadheads without having them plugged, and you can buy or sell a Wyoming bighorn deadhead in Idaho. Nothing like being confusing from state to state, or even within a state, depending on where it died.
