I've got a bunch of chickens running around in the back yard. Left to their own, they like to setup shop on the cement patio just outside the back door, and that means chicken droppings on the patio to wade thru. Not good.
The solution I came up with was to run a single hot fence electric wire about 4 inches off the ground along outside edge of the patio. Once they hit that and have what must feel like a near death experience, they will not cross it. May stack up outside it, but won't cross it. Negative reinforcement.
If you let looters and thieves run wild inside a store, unless there is some negative reinforcement, why lot come in and rob, steal, rape, loot and plunder? BUT......if that comes with chance you may very well get your head blown off, you are gonna think twice. Justice comes at you at the speed of a bullet.
In a civil society, the negative reinforcement is supposed to come from the legal justice system. We delegate all that authority and along with it responsibility to them. But since legal justice system has decided to let them run wild, street justice / vigilante justice is all that is left. The mob built a whole industry around the protection rackets.

The local BassPro store has a problem with groups of Latino's loading up carts and running for the door, employee's have orders to do nothing.

His biggest mistake was talking to the cops without a lawyer present. He should have simply stated, "I was in fear for my life and I want a lawyer."

Who knows just what a criminal will do after showing force as to what he intends to do ? Did the employee know if the criminal was armed? Could the criminal beat him into subconsciousness , then kill him? Fact of the mater is the criminal was committing a crime with force. The employee had every right to shoot him.

A fist can kill someone Sure can but drawing the gun and holding the guy until cops arrive would have been a more prudent choice. I know, I wasn't there but firing ten rounds into someone...I think the shooter is going to prison.
