2) pass emergency room act that forced hospitals to provide services to anyone no matter if they were illegal or couldn't pay. Also in '86

There are no perfect presidents. very true and that was some bad policy , but any time your trying to find middle ground on gun control , you are actually finding bad policy in the making , happened to Regan and Bush give an inch they take a mile of irreparable change and damage
America only has one issue, we have a Responsibility crisis and everything else stems from it.
