I was guessing a hawk or owl based on the wing feathers. I agree thought this is obviously a red tail I would say owl or maybe goshawk Immature red-tailed hawk has barred tail feathers just like the ones in the picture. The pic was taken mid-mantle. Its trying to hide its catch from other beasts.
