Immature red-tailed hawk has barred tail feathers just like the ones in the picture. The pic was taken mid-mantle. Its trying to hide its catch from other beasts.

The pic is deceiving because the bird is not on the ground, it is above it. Must just be a weird angle of a bird landing….
