So... Unplanned project- I'm having a 14 x 16 slab with approach poured for a new shed- I didn't meet the concrete minimum because it went up- I had the last-minute great idea to scarf out a sidewalk and utilize the extra concrete there. I have two downspouts that I wanted to bury under the sidewalk and several contractors and landscapers recommend these pop-up emitters when you don't have trees in the area. They have a bunch of cheap looking online stuff but I ran 4" PVC into an elbow with a low heel inlet, capped as shown and then cut a slot with my band saw and drill relief holes. I'll test it before its buried and once grade is established but- see any flaws in my logic? Light rain passes through holes and slot- head pressure with heavy rain forces top up and drains at grade height?

They work ok. Biggest problem is freezing so drill a 1/4" hole in the elbow and put a few feet of clean rock undr the elbow so it will drain.

Marty has a good point. Get's cold in Wisconsin. You could ask for references I suppose.

The reference check is sketchy at best because it’s me doing the work. I put an 1/8” slot for drainage in addition to the 1/4” holes in the inlet cap. The sump was filled with 2” stone

How deep is the frost line, and what's gonna happen when the ground freezes?

The building inspector just left, he inspected the shed slab forms and measured the monolithic sides., he walked by the sidewalk and asked if those were pop-ups? I ran my thought process by him and he said as long as they’re vented I should have no issues.
