Don't have any local prices for delivery in Jan Feb for comparison.
All the commodities, corn, beans, wheat, milk all are down today. That is only one day but all are down. Cattle are holding very well and with lower corn prices they may hold or even increase a bit.

With wheat that low doesn't it make sense to feed cattle wheat instead of corn or am I overlooking something?

Wheat has higher energy and higher protein than corn.

Yes wheat is higher in protein and equal to or higher in energy, but wheat is typically priced high enough so that it does not factor into the ration that often. Sometimes there can be wheat that does not make grade or has other issues and can be fed to livestock.
One of the issues with wheat and cattle is that you can not feed more than 3-4 lbs. of wheat in the mix as cattle will have issues with too much wheat in the diet. Wheat by-products are not as concerning.

Off the top of your head do you know anything about feeding it to goats? I'm flushing 40 does at the moment and why use corn if wheat is cheaper right?

Yes Bob would e-mail me on several issues. Had not heard from him for a while. RIP Bob. Enjoyed communicating with Bob.

Goats have rumens as well so I would check with a nutritionist on what ration you may want. I know with sheep they get acidosis with grain. Sheep and goats were bred and raised to forage and not need much if any grain.
You could mix the two which could save you a few cents per head per day.
