I found several of these chains with these ends on them. Any idea what it was used for? It seems like it was made, and meant to be on the end of the chain from the factory.

Tow chain for pulling light vehicles. I bought one years ago to keep in my van. With all the plastic now days there's no place to hook to a stuck car. They have several different hooks to hook to holes in the frame.

Alot of the tow trucks and rollbacks use them like was said ,they work in the cars key hole slots in the frame for tie down purposes . most of the chain itself is top quality chain ,not cheap stuff.
