I was thinking it might be a water pump for a steam engine, but not with a slip fit lid.

Smoker of some sort? Charcoal maker?

What is under the rectangular lid or is the other handle for lifting the whole assembly?

Are there valves in the pipes to the two chambers?

It looks like it was made to be portable:

I don't think it is for pumping water. Too much water weight for the size of the piece. Not for anything really hot either given the wood bed it is mounted on.

Show us what the intersection of the two cylinders looks like on the inside.

That's all the info/pics I have.
I kinda ruled out water/fluid too because of the loose fitting lid.
What else would get pumped by a diaphragm other than air or smoke ?
And there is still remnants of green paint on it which sort of rules out charcoal or anything very hot.
Would like to see it "in person" but its in a for sale ad on FB Marketplace.
