If i saw that deer I would try to put it down. But then I don't know what your situation is and maybe you wouldn't dare to do that.

It looks like ticks. Our moose can look like that, it will kill a moose. I have never seen a deer with that amount of hair loss.

more often than not these type of diseases and parasites that negatively effect deer are benefited by higher than normal deer population densities. This is typical of all animal populations.
