The folding knife has a very smooth bakelite device on one end. The other knife looks like it would be great for flattening tires.

the top one looks liek a pen knife with a bone-folder

a bone-folder is a now plastic but traditionally bone paper folding tool , for folding envelops , papers going in an envelope , to fold and score a paged

so my guess is a mail and package opener that had a bone on the other end to fold and crease the pages getting placed in the envelope.
