So at the dog house and ,,,,,,
Got hot water to the sink, none in the bath.
Turn on the hot in the shower and cold on the sink and it delivered cold
Shut any valve and it stops

Why would cold come out of hot and then stop when you turn off the other tap?

Depending on faucet style cold can come out both sides . if no water filling up other side or water in hot lines it works like a mixing valve.

This one. Nop style sink faucets all would do that. Seen it hundreds of times in schools

It takes cold water and mixes it with hot water so it won’t get to hot. Have to have them in school systems so kids won’t scald their hands . Water heaters must be set on 140 degrees in Ky per health department. But at those temps little kids will burn .

Also helps keep toilet tanks from sweating in the summer.
