Usually fur buyers licenses are only required if you are selling to someone in the business of buying and selling fur. Sales to individuals for personal use are usually exempt from licenses requirements. Check individual State regs.

If you do business with this person, make sure you have cities tags on those animals that require it. I'm not sure about the laws regarding shipping fur into California, but you may want to make sure those boxes are checked too. I'm not saying he is a federal agent looking to make a sting, but it's always a possibility.
