Wild onions grow in clumps with a hollow stem top like domestic onions. They dont grow all summer like garden onions. The bulbs are small with a strong flavor. Often just the stem is eaten chopped up like chives. Some people call them chives. The stem of wild onions has a lot more flavor than chives though they look very similar.

The answer is yes. Our Wild Onions here don't grow in clumps but in individual plants and can be called ramps or wild leeks. If you research are wild onions and ramps the same thing, it says yes. Just expressed in a different term by locality.
Ours have a leaf like an onion though and will make hair grow on your chest in seconds. As far as how they taste smell and look, they are the same. They grow all year but spring they are more visible because of the flowering and aroma. I have them all over and I have never seen them in clumps.

As Sniperbbb stated, the ramps have flat leaves. Completely different from the chives at the top of the photo.
