Image someone on set hands you a "detonator" to set off an on set explosion on cue, someone mixed up the explosives and it kills someone due to a bigger blast than expected you wouldn't charge the actor who pushed the detonator.

As producer of the movie there was no need to have a real gun even capable of firing a live round on a movie set. They say they use real guns so as to be realistic. They can make a realistic replica of any gun that goes bang that cannot fire a live round. Easy to vote your way into socialism, but impossible to vote your way out of it.
