My brother raised tobacco in southern WI for a couple decades. He had one of those that was converted over to be pulled by a small tractor. When he got it, the rig had the horse tongue on it and he modified it for the tractor and changed the seating so one person could set the plants.

It looks like the first waterwheel transplanter. I am assuming that the barrel he is setting on is for watering plants like a waterwheel planter does.
