My brother in law farms in north east PA Bradford Co.
I'm thinking about trapping on his farm, needing to get
license and regulation info, we will actually be there this
week, can I get that info from license issuing agents,
courthouse or Game Commission office.

You can pick up a copy of the Hunting Digest linked above at any issuing agent. Most Walmarts are issuing agents. You can also find all your answers on the PGC website although I've always found it to be hard to navigate.

You can also call a regional office to have you questions answered.

As long as you're not expecting the quality of coon, fox or coyotes you have at home. The rats and beaver will be better and you might even get a whack at some fisher.

No walmart in the town we stay at, I can check at the court
house, there is couple places that sell licenses I can stop in
there.

I figured to target fox he said there's alot of them around,
and try for a fisher.
