Maybe you should add some context so people know what you’re talking about. But for example, if its something about temperature in space, then no, it wouldn’t be odd at all.

Water is a liquid as well as vaper and ice
Under the right circumstances it can be all 3 at the same time

Don't think it's weird at all. Some of my college studies, many years ago, used the term.
I have heard liquid water many times to differentiate it from frozen water or water vapor.
There are also many different types of snow and names for them. To tell them apart.

Alaska is the frozen one

Are they talking about astronomy? Detecting liquid water is a big deal there. Finding water vapor or ice not so much

The only time I call it frozen water is when the pipes freeze. “Waters froze”. Or winter camping, usually in the morning “coffee waters froze”. I don’t ever remember saying “we need more frozen water for the whiskey”.

It's still water, and might be processed or manipulated to a liquid state for colonizers to use.

I like frozen water in my cup.
I prefer liquid water in my duck holes vs frozen water.
And I hate vapored water.

Thats not the point. Its not about water existing, thats been known for a long time. Water in liquid form narrows the temperature range to between 32 and 220 f.
