Say anything the sheep WANT to hear and they follow,

Some people need to be sheep. Removing the sheep from the flock is it's own form of tyranny. The sheep need a sheepdog too. But the sheepdog doesn't work for the sheep. The sheepdog works for the shepherd. The sheepdog protects the financial interests of the shepherd. Much better to be the wolf.... living free with no master.

And the wolf and his pack, trying to live free and without a master, a form of rugged individualism, is persecuted by the sheep dogs by order of the Shepherd to keep all the sheep in his flock under control.
