No passport required, as long as I've been going. Was strongly recommended for a few years and the line was "to avoid possible delays in determining citizenship". Was not required, and not a big deal if you were a us citizen and had DL and birth certificate.

There was even a different restriction on throat sizes of minnow traps in certain parts of Nebraska. That was a few years ago not sure if it changed.
