I had a similar issue, except without a pool. The over head power line rubbed on a tree and exposed the hot wire to allow a very small area of contact with the neutral wire,,,, Old electrical code did not require separation of bonding.

Not an Electrician either, BUT, as I understand it, AMPERAGE is what kills you, VOLTAGE pushes it, and OHMS are the resistance the wires and units offer. If you got Ohms, you're measuring the wrong thing. Does your house wiring have a solid separate ground?

I have a main panel on house running to 2 panels in house and 1 running to garage and one panel from garage to pool and all these panels have there own ground but the grounding is also basically to everything on the same wire.So every outlet in house-garage and pool has a common ground.

Sounds like a similar condition where people get shocked and die while swimming around boat docks. Have tried to do the research as to what the fault is in the wiring that would cause that and got nowhere fast. All they say is stay out of the water around boat docks. And hire qualified electrician to wire them.
When we wired the sub panel in the barn across the road, local inspectors and utility guys were adamant we were not to bond the neutral to ground in the barn or bond panel to a ground in the barn. Only connection to outside world to and from the barn was thru the 4 buried wires. Two hots, a neutral and ground ran from meter, thru a circuit breaker to the barn. Outlet circuit out there is now on GFI breaker too. Never did get a good technical explanation as to the why of all of it. Something about alternative pathways of a short back to the source. Worst part of it was came away thinking inspector didn't know anymore about it than I did. Was just repeating what somebody told him.

First off stop checking by shocking yourself and use a meter. If there is a voltage difference between the water and the handrail current will flow, so a simple volt meter should show a problem. Makes sense but doesn’t work.I see a meter they sell on Amazon for $30.

You can always add another ground to the pool equipment. Is there something electrical hanging on the rail? What's being energized, the rail or the water?

You can always add another ground to the pool equipment. Is there something electrical hanging on the rail? What's being energized, the rail or the water? The rail is bonded to the wire in concrete around the pool and to a separate ground rod I can’t remember if I had ahold of the rail when I dipped my hand in the water and don’t really care to do a reenactment lol

You have a grounding issue. Something has changed. Hit a hot line. Now the current is traveling. This can happen screw, nail etc,,, Finally worked its way through. Overtime. Buildings, foundations, framing etc…. It all moves, vibrates, etc…
Spend the money. Get an Electrician. Nothing to mess with. Good Luck!!!!!

If it’s been good this long it’s not something wired incorrectly……unless you recently added something. Where is your hand rail bonded? Anything metal around the pool should all be bonded together during installation. So I guess you used a clip on ohm meter like this? You generally need to cut the bond open to check it with the cheap type with the leads….which can be dangerous if you got jam using it to get to ground. Your neutral should be isolated/insulated past the main house breaker as it’s a current carrying conductor. If you killed the power and still getting pokes, me thinks you got a broken neutral on the source side of the main and your house is using the bond in the main panel (the only spot where the neutral and bond are tied) to get to your good grounded pool to get back to the transformer. Call in an emergency call to your utility first. He’ll clip the hot legs and neutral, do the math and will know right away. Or you could do it right now at your main if you got the right multimeter. If you got 10A on one leg 15A on the other you should get almost 5A on the neut). Neutral carries the difference between the two hot legs. If it’s on their end you’ll save yourself a buck, or depending on who shows up, he’ll help you troubleshoot it. I hate leaving a customers problem without at least identifying it. If the customer loses our neutral, he ends up frying stuff, even on a new house. The ground plates they use here (because they’re easy) are completely useless. Water mains are good, and so is your in ground pool. Tell them you’re getting shocks and it’s a safety issue, someone should respond 24/7.
