My brother was given this by a neighbor for his scrap pile. The neighbor said it was in the garage when he bought the place. None of us have any idea what it is can only guess for prying..

Seems to work like a harpoon.
To stick / throw / lower it into something an pull it back by the chain while the barbs are holding the object.
Does not look heavy duty, even so it is bend.
Perhaps for retrieving nets / fish traps / crab trabs?

What does the upper end look like?

My brother and I are both pretty good at the disslwork thing. This one he couldn't see a place for. Talked to him just bit ago and the item is scrapped.
So the world will never know. If someone else has one. Theirs is now more rare probably worth more. LMAO!

It’s a wire stretcher, attach the chain to the wire and hook the toothed knobs on the post and just lever it around the post, the new kind look more like a old time bumper Jack but I remember my uncle using one like that when I was a kid, I think the new kind would work better

The wire stretchers I remember are heavy duty and don't have 'barbs' on the long end of the 'handle'.
