You just ruled out the only 2 choices which I would recommend. I have a Ruger with a heavier barrel (not exactly what I would call a bull barrel), with a suppressor on it.
It is a tack driver. The flush mount rotary 9 round magazine is a dream to take in and out without worrying about bending or breaking something when you are in a hurry for a mag change. Other brands can be problematic in that regard. I do a lot of night work where fiddling with a sketchy exposed magazine is not productive.

I agree with the CZ as well. Bergara is worth a look too. Nothing wrong with Ruger or Savage either.

CZ 452. It is 90 yards to the wood line from my back porch. I routinely set on it with a cup of coffee and head shoot squirrels out of the trees.

My Savage with the heavy barrel is a tack driver. Without a doubt, the most accurate shooting rifle I own.

I am very happy with my Savage. Very accurate for the first 4 shots - then it opens up a bit.

I have one of the original Ruger HMRs with the wooden stock it’s my go to pest control choice. The 17-20 grain bullet impact and it limited and wind issues.

Guess I'm in the minority here. I have the heavy barreled Marlin don't recall model with out looking. Like others have said mine is tack driver too. Can shoot the eye out of a squirrel at 100 yards on calm day. I have had mine since first came out. Fun fun to shoot.

I would suggest you look at the CZ 457 line 600-1500 dollars, Tikka T1X 600 to 1000 dollars, the Bergara rifles 600 to 1200 dollars, and moving on up the Anschutz line starts at about 1700 is nice from there you have to go to custom rifles to get better. Now the prices quoted are MSRP you can probably find better prices if you shop around and of course there will be pre-owned options out there.

With all that said, I have a CZ 457 MTR in 22 LR and while an Anschutz will out shoot it enough to make a difference in 22 benchrest competition, it is not enough to even care about in a small game rifle. I suspect the difference in 17 HMR is about the same.

The Bergara B14R rifles don't seem to shoot any better than the CZs it just comes down to preference there. Most people that prefer the B14R like the fact that Rem 700 stocks and triggers work with it so there is so much aftermarket support and it also makes a good trainer if they shoot PRS matches. With the CZs there are plenty of stocks, chassis, and triggers available as well as other parts just not the selection there is for the Rem 700 but at some point that becomes irrelevant because the bases are covered anyway. The lighter weight Bergara rifles (BMR series) I have shot do not seem to shoot as well as the CZs and you don't have really any aftermarket support for them.

The Tikkas shoot really well as well the main complaint I hear about them is that the stock feels "funny" and flexes too much. I guess it all boils down to preference and the Tikkas also have limited aftermaket support but enough to accomplish whatever you needed to with your rifle, there are stocks, chassis, and triggers available.

I am very pleased with my "CZ 457 American" standard barreled and wood stocked 17 HMR. Its quality reminds me of the rifles made in the USA in the 1950s and 60s.
A rancher friend of mine has the same rifle except with a heavy barrel. He is the best shot I have ever known and he absolutely loves it. He had me get him another one as a spare just in case CZ decided to discontinue that model! Many a prairie dog has gone to the "here after" due to his CZ 17.
