The shear key doesn't need to shear completely to get timing off enough to shut it down either.The width of a sheet of paper can take it far enough out of time.

With a sheared flywheel key, the fun comes in whenever you pull the cord enough times that the flywheel comes around the horn and incidentally lands on the timing mark and starts on the next pull, but not the next time you try to start it.
