The LQ areas will always take more PP because they are better hunting but general regions can be drawn with 5 PPs in the regular draw, less in the Special draw. There were some bull licenses that could be drawn this year with 4 PPs and a multitude of cow licenses. Reduced price cow licenses do not even take PPs to draw. He told me the area I went in has doubled its points
