Sounds like a good plan . Do away with Federal Oversight....Hand Education power to the states. Teach them vocational skills to prepare for real life experiences.... Brilliant.

Neither was handing the power back to the states.
Everything he said sounds great, and is what education should be like. But it should be the states running the show.

The fed money to state education depts. (used to bribe them into doing what the feds want) will have to be cut off.

Trouble is all state tax money is ear marked to the federal government, whatever the state gets, is taxed by the federal government or not?
Same with lottery money, feds have to get their cut.
At least that's what I always understood.
That's why there's state grants and federal grants.
Just what I've always understood, I could be way off and it's not so, just what I remember learning about many years ago.
Just like income tax, you have federal, state, county, city, village, and township income tax any more.
Would be great if his plans to cut wasteful government spending came to an end also.

Many years ago , 1970's many families wouldn't start their kids in school until the end of moose season here in the interior. When the federal money started to flow here that all ended. Too much federal power in my opinion!

What you're describing is just some of the inefficiency of having the Fed government involved in everything. Just imagine all the extra administrative costs of tax money flowing to the Federal Government and then doled back out through grants to the States and eventually to school districts.
