In theory, yes. In practice......not so sure.
I can rattle off case after case after case where vote by mail was used to rig an election........and will still get guys say........"I vote by mail and like it. It is so convenient". Do you like to lose.......no, but I like to vote by mail. Do you like people cancelling your vote out 1000X so you don't matter? No, but I like to vote by mail. You can chase that tail all day long and never get them to see the light. Virtually every claim of election fraud in this and past elections centered on and around vote by mail ballots. PA to name only one of many.
There are two standards being used in all these elections. One is vote in person........that has a standard that is hard to game. The other is vote by mail, which is a wide open, anything goes, no holds barred standard. There is zero, zip, nada security in a vote by mail election. All they know is a ballot was mailed, out, they got it back and have no clue where it went, who handled it, who market it up or anything else that even remotely smacks of chain of custody or security. And people still defend it.
Short of forcing states to end vote by mail......tough job.......passing the SAVE Act and requiring a voter.......any and all voters.......to produce proof of citizenship to get on voter rolls, and photo ID to get a ballot to vote in a Federal election would be a start. Any state not doing that gets left out. No say in presidential election, no Senators, no House or Reps.
