I think you make a good case here Danny. The best spot to start bringing this up might be a Wildlife and Parks commission meeting. Looks like the next 2 are in Manhattan and Topeka. I suspect if it gains any traction the Farm Bureau and other ag groups would oppose it, main reason being deer leases. The challenge is even if it's a navigable river, finding your way down to the river you still have to cross private land most places. At least you could access the river from a bridge or find one landowner willing to let you get to the river and go from there. From a trapper's perspective, it would be nice to go up and down the river running a line and not have to worry about permission.
