The government said that they knew that they were not a threat, but would say who they belonged to. That means that they were government drones.
Why did they have navigation lights on them if they were government drones? Because if you see drones without lights then you know that they are government drones. They didn't want anyone to know what they were up to. They calculated that drones with lights on them would have been assumed to be innocent drones flown by random citizens.
They are likely spying on the enemy. That 'enemy' is us.

it’s a conspiracy theory (which nowadays usually means it’s the true story) but some people claimed that they had some radioactive material(idk if dirty bomb or waste or what) go missing during shipping around the area and that’s what they were scanning for.

Saw same story was medical machine being decommissioned came up missing. Said nothing to worry about. Sure was a lot of fuss for nothing to worry about.
