They're the only 3 that have no helmet laws for riders regardless of age.

There are whole host of states that have helmet laws for riders under a certain age.

In PA I do believe it is 18 to ride helmetless. You also have to have your MC license for more than 2 years, or have taken a MC Safety course. Our safety course in PA for riders on permits also gets them tested for your license and waives the more than 2 year thing.

If the operator of the bike rides with a helmet, than the passenger must also wear one. If the operator chooses not to, then the passenger has the option to not wear one.

I took my safety course, passed and rode home lidless.
