He could get in to Canada if he wanted, but small time countries come to the US to kiss the ring, no sense leaving.

Most of that 400 was rebuild or upgrade. Very little additional was built. There might have been a bit of normal government fraud, waste and abuse in this mess too.

Based on the efficiency with which his promises seem to be getting completed I don’t think Canada has much to worry about.
