No markings on lure. Something inside the clear plastic.

I’d say the insides are balls that are moving weight to give the lure “action” as who made it not sure.

I.have looked through my old lure book and can't find anything like it..
There's a lure look's like it could be from California...
Look up luck lady tackle co.

It might be Japanese
The ballbearings were for 2 purposes
When you cast them the weight goes to the tail end so that the trebles don't tangle in the main line
And they make a clicking sound when jerked back to you
Cool lure
