Does it have anything to do with flag etiquette? I thought only people in uniform were supposed to salute and everyone else should put their hand over their heart? I guess I am not sure what proper etiquette is but I feel any veteran has earned the right to salute if they feel the urge.

President Trump is the Commander and Chief of the Armed Forces, thus the highest ranking military officer. His uniform is a business suit. Quite appropriate for him to salute the flag.

That's what I thought too. Although, most POTUS don't (he didn't in his 1st term), I love it, shows great reverence to me.
