on the flip side in 1923 , that was probably a 38s&w short
and they had probably shot boxes of ammo the vests prior to trying them , however that is some great confidence that your partner isn't going to miss

the chamber pressure on those old revolvers was like 13-14,000psi even what we consider to be low pressure cartridges today is 19,500psi
to put that in context 9mm is 35,000psi and 9mm +p is 38,500psi
38spl normal is 17,000psi and +P is 20,000psi
keep in mind these are all the max psi so figure an actual cartridge will generally be 10-20% lower and if you target farted 40-50% lower.
a lot of those 32S&W , 38S&W 38 colt , were black powder rounds most commonly especially the rounds with rebated bullets like these 3 , that means they have a bullet base like a 22lr where it has a lip that holds it to the case even with the rebated base allowing more case capacity , you are talking like 10gr of black powder
these were also most likely some sort of metal plate , when you think about what stops 9mm for steel , a 1/4 inch mild steel plate will do , these might have been even thinner

I think the picture is faked. Black powder blank creating smoke. That close even with a vest and a low pressure round it would hurt. Bad. He does not look to be in pain at all.

we think of it hurting because soft vests flex and move and very much do hurt
there are numerus videos of people taking 308win from just a few yards , but with hard vests that have metal plates in them and layers of laminated material to contain the spall
if you think about it , a 308 has exactly the same energy at both ends one you have the stock around 8 square inches and a 8 pound rifle to take up the recoil , on the other end the bullet is going 2750 at 150gr but 0.308 inches so it tears through
but if you have a hard surface like AR500 steel that is 16x16 inches 256 square inches and you put a pad and some weight behind it , it isn't all that hard of a hit.
to prove the point many will balance on one foot to take the shot.

the guy who used to go around shooting himself with a 357 and a second chance vest , used to put a phone book under the vest , that disperses the impact over enough area that he didn't get hurt and bruise organs
