NYS DEC regulation states:
You may not set a trap on or within 15 feet of a beaver dam, den or house, measured at ice or water level, except under the following conditions.

“Measured at ice or water level” - does that mean I can set at any distance under water? Looking for some clarification so I’m within the law. Figured I’d try here before I called the Forest Ranger. Thanks in advance for responses. God bless.

They can be submerged at any depth but still have to be 15 feet away

It’s measured from the waterline-the spot where the water or ice meets the bank,lodge or dam.

I'm sorry I forgot, it all depends on where you trap in NY.
Where I live there is NO otter season.
